Project Title: Alabama Liquid Biofuels Plan

Project: The goal of this project is to develop a comprehensive liquid biofuels plan for the state of Alabama that will increase the biofuels awareness and the knowledgebase of state policy makers and serve as a guide for future state investment in the development of the biofuels industry in Alabama. This goal will be accomplished by establishing an Alabama Biofuels Plan Advisory Committee, analyzing current and alternative biomass conversion technologies and feedstock feasibility for Alabama, and using the resulting information to draft a written liquid biofuels plan for presentation to key state officials.

Project Title: Energy and Value-Added Products from Biomass

Project: The purpose of this project is to briefly describe energy and value-added products from biomass workshop, which will be developed specifically for the people of the State of Arkansas as it relates to biomass utilization in the state and region. The workshop will unite biomass experts with Arkansas legislators and key decision makers on this important issue. The two-fold objective of this workshop will be to educate legislators, entrepreneurs, the business and manufacturing community, community leaders and interested citizens on the potential for biomass, and especially Arkansas biomass, in the production of energy and value-added products. Secondly, the information from the workshop will serve as a basis for legislators and decision makers to begin discussing and developing biomass policies in preparation for the 2007 legislative session.

Project Title: Development of an Integrated Biomass Resource Plan and Network for Florida

Project: The goal of this project is to offset petroleum imports by building a Florida bio-based economy. The objectives center around policy formulation and support. Two major tasks are planned. The first task involves creating a portfolio of biomass resource maps and identifying installed and potential biomass energy production capacity (to include biofuel refineries). The second task seeks to create a Florida Biomass Network that will assist the Florida Energy Office (FEO) with strategic planning for its biomass program and advise the FEO on specific biomass projects.

Project Title: Developing a Coordinated Strategy for Biomass Research, Development and Deployment in Georgia

Project: The Georgia Biomass Task Force is being formed to allow members to share information on current biomass research and project Development in the state. The Task Force will be in a unique position to organize such information into a strategic “roadmap” for future biomass development in the state. The Task Force will provide resource and clearinghouse for biomass research, development and commercialization activities within the state.

Project Title: Engaging KCES in Reducing Energy Use in Kentucky Agriculture

Project: The goal of this project is to engage county Extension agents in a process that will result in the location, development and distribution of decision aids that will allow their clientele to reduce energy consumption, consider alternative energy sources and be able to compete successfully for federal funding opportunities. Steps include identification of clientele information needs and guidance on applying for Renewable Energy Systems and Energy Efficiency Improvements Program grants.

Project Title: Revision, Update and Distribution of the booklet Biomass Energy Resources in Louisiana

Project: The goal of this project is to develop a publication on biomass use and potential for energy in Louisiana. The publication will be distributed to legislators, policy-makers, planners and other individuals with an interest in developing efficient energy systems for the economies of Louisiana and other states with similar biomass resources.

Project Title: Bio-processing Input Procurement Strategies

Project: This project is designed to investigate the procurement and marketing strategies that industries based on crop residue and energy crops will utilize. These products include biomass residues from corn and cereals, dedicated energy crops such as current grass and clover varieties, and energy crops such as switch grass, hybrid willow and other fast growing trees. A biomass procurement and marketing focus will provide a unique perspective that may be applied to all bio-processors of new agricultural biomass products and technologies.

Project Title: Biomass Market Development for North Carolina
Amount: SERBP $48,000; cost share $10,000
Project: The State Energy Office (SEO) will facilitate permanent establishment of the North Carolina Biomass Council (NCBC) through a subcontract with the North Carolina Solar Center (NCSC). The Council will provide consultation to the North Carolina Energy Policy Council, the SEO, and the North Carolina General Assembly on implementation of bioenergy studies and demonstration projects through the establishment of a biomass deployment roadmap for North Carolina. A biomass waste exchange website will be created, launched, and marketed, dedicated to listing and trading biomass wastes and other biomass products. This resource will be used by businesses—particularly in the agri-business sector—to access value added opportunities.

Project: The goals of this project are to develop market data on availability, quality and cost of biomass solid waste feedstock, determine PR market applications, conduct engineering analysis for scale-up and for economic feasibility of various biomass waste-to-energy technologies, and build information base and confidence that demonstrate feedstock versatility, with the objective of reserving a percentage of electric power generation and diesel fuel consumption for electricity and Biodiesel produced by local applications of biomass waste to energy technologies.

Project Title: Biomass Energy Utilization in South Carolina—Filling the Information Gaps

Project: The goals of this project are to (1) provide public and private sector decision-makers with information needed to jump-start production of energy in South Carolina from waste water sewage, poultry waste, and waste grease; (2) persuade governmental policy-makers to provide tax and other incentives that will lead to increased production of biomass energy resources; (3) persuade governmental policy-makers to make greater use of biomass energy resources in government facilities and vehicles; (4) persuade private sector business interests to make greater investment in biomass energy production in South Carolina; and (5) increase production and use of biomass energy in South Carolina.

Project Title: Tennessee Bio-Based Fuels—Economics, Consumption and Outreach

Project: The primary objectives of this project are to take existing bio-fuel technology to as many consumers as possible and help new technology find a proving ground throughout the state. The three main tools for carrying that message are public forums and workshops, legislation and mass media.

Project Title: Landfill and Waste Water Treatment Plant Biogas Recovery Feasibility Study

Project: The goal of this project is to assess the feasibility of collection and cleaning of the landfill biogas, and to incorporate the findings into the design of the requisite landfill Gas Collection and Control System, the Waste Water Treatment Plant and a distributed generation system, and to insure the greatest possible use of available biogas resources.

Project Title: Virginia Farmer and Small Producer Workshops on Safe Biodiesel Usage and Production

Project: The goal of this project is to conduct workshops in Virginia that will increase awareness and understanding of small-scale biodiesel production, as well as the opportunities, hazards, and considerations. This awareness should translate to increased biodiesel usage and/or production, safer handling (fewer injuries), improved disposal or treatment of waste products, and better quality product resulting in fewer failures of equipment.

Project Title: Conceptual Review of West Virginia Biorefinery Options and Preliminary Economic Feasibility

Project: The goals and objectives of this project are to (1) survey current state-of-the art for production of industrial and specialty chemicals from wood and wood-derived biomass; (2) develop possible high potential outlets for wood-derived industrial and specialty chemicals based on market growth and established process economics; (3) develop biorefinery concepts based on promising biomass utilization technologies and product markets, derive preliminary economics, highlighting potential economic advantages of location within West Virginia’s chemical cluster; and (4) develop roadmap for development and commercialization of promising biorefinery concepts, identifying key technology, logistics and market challenges.

Project Title: Economic Feasibility Study of Biodiesel Production in West Virginia Using Chemical Industry Infrastructure

Project: The objectives of this project are to (1) determine the cost of biodiesel manufacture in West Virginia based on the economic evaluation of feedstock, technology, siting, scale, demand, product sales and logistics options as impacted by location within West Virginia’s Chemicals and Polymers manufacturing cluster; (2) compare the most favorable WV economic scenarios to those of regional and integrated large-scale facilities outside of the state; and (3) develop the impact of WV current and potential state incentives on the biodiesel economic feasibility based on examination of current and potential peer state initiatives.

Project Title: Outreach Activities with the Bio-based Industry in Alabama

Project: The overall goal of Part I of this project is to conduct outreach activities with the bio-based industry in Alabama so that the region can realize the associated economic, environmental and social benefits. Specific project objectives are to (1) develop a strategic plan for advancing the bio-based industry in Alabama; (2) conduct a Farm Bill workshop; and (3) conduct an Environmental Group workshop. Part II will be undertaken if additional funds become available. The Objective of Part II is to highlight the seriousness of the high propane and natural gas prices in the poultry industry in Alabama, and the role that bioenergy and improved ventilation of broiler houses can play in improving profitability.

Project Title: DC Energy Office Bio-Energy Government and Institutional Building and Transportation Workshops

Project: DC Energy Office will conduct three one-day sessions that will address the goals of DOE/SEBSRP that of influencing opportunities for the three energy end use sectors discussed in the DC CEP III, which are DC Government, institutional, and transportation by displacing fuels (reduction of foreign imports) and encourage the market for US bio-based economy. Not only will the DCEO focus on conducting workshops that address DC Government and institutional buildings but also the transportation sources used by these institutions.

Project: The goal of this project is to increase bioenergy use in industry by conducting two workshops to inform and educate industry decision makers about the opportunities for bioenergy and bioproducts to reduce their energy costs and profitability. The workshops will focus on bioenergy and bioproducts. The workshops will develop prioritized agendas for developing renewable energy and industrial competitiveness research programs. The issues of obtaining political and financial support will be addressed.

Project Title: Tours of Ethanol & Biodiesel Production Facilities & Users Across Kentucky

Project: The goal of this project is to educate state officials in Kentucky, the Mid-West and Mid-South about the production and utilization of clean/alternative fuels by conducting a tour of ethanol and biodiesel production facilities and a fleet user in the National Park system. Objectives include providing face-to-face contact with project developers; farmers; and state officials in each respective state; increasing the exposure of these tours beyond the limitations of face-to-face meetings, by developing virtual tours for distribution via the web; and increasing the production of ethanol and/or biodiesel in participating states.

Project Title: Comprehensive Biomass Energy Assessment for South Carolina

Project: The South Carolina Energy Office will contract with a qualified party to provide a comprehensive study to assist the office in developing a biomass energy program identifying core feedstocks, producers and consumers in the state. The results of the study will be used as the basis for a coherent biomass energy program conducted by the SCEO in conjunction with the Department of Commerce, and for guidance on the best use of SEBSRP funds for subsequent years. The goal is to end the cycle of studies that produce no quantifiable results and use this study as the foundation for an initiative that will result in a near-term, measurable increase in the amount of biomass energy being utilized in South Carolina.

Project Title: Test Case for Evaluating Tennessee’ Near-Term, Mid-Scale Biomass Energy Expansion; Operational and Policies Issues

Project: The objective of this project is to develop criteria to survey and prioritize mid-scale industrial and farm operations for biomass energy suitability of retrofit; evaluate biomass cost-supply (sourcing) options for at least one industry conversion operation; conduct a preliminary evaluation of the end-use suitability of the qualities of different biomass sources, their relative combinations in meeting supply needs, necessary pre-treatment or storage costs, on-site handling needs, and the resultant realized costs associated with them; conduct an evaluation of the feasibility of existing energy conversion facilities; assess land use, environmental, energy, and alternative fuel markets and policies affecting the viability of local biomass energy use; and compile results in a manner usable to the Tennessee State Energy Office and selected industries for marketing biomass energy opportunities.

Project Title: Evaluating the Benefits of Using Biodiesel in Emergency Medical Service Vehicles

Project: The objective of this project is to evaluate the benefits of using a 20% blend of biodiesel in emergency medical service (EMS) vehicles. The four objectives are: (1) air quality, evaluate the clean air benefits to the patients and emergency technicians of using biodiesel in EMS vehicles; (2) engine operability, evaluate the performance on EMS diesel powered vehicles running on a B20 blend; (3) economic development, assess the market potential for biodiesel usage in the Missouri EMS vehicle fleet; and (4) education, assess the results of the project and work with the appropriate organizations to disseminate the information to Missouri hospitals, ambulance districts, municipalities and professional organizations.

The project will be accomplished in two distinct phases: an economic feasibility study, and if proven viable, an in-depth marketing study.

Project: The objective of this project is to develop technology for on-site conversion of sawdust to liquid fuel. The immediate objectives are to (1) characterize the chemical entities comprising the liquid fuels made by reacting sawdust with water; and (2) determine the energy efficiency of the reaction process based on these chemical analyses.

Project: Pro-Gen Power’s objective for this project is to mitigate the barriers associated with the development and deployment of bioenergy projects and technologies by investigating the use of the Alabama State Docks program to facilitate the delivery of grain to a proposed 15 million gallon ethanol production facility in Montgomery, Alabama.

Project Title: 2nd Year Operations and Field Research Support for Central Florida Short Rotation Woody Crop (SRWC) Tree Farm

Amount: SERBEP $40,000; cost share $59,763

Project: The objective of this project is to implement needed energy crop forestry management activities for 2nd year project support at Lakeland's energy crop site in an effort to achieve high crop yields. Fieldwork will be performed at SRWC test sites in the areas of irrigation, fertilization, and weed control. Work plan and schedule includes forestry management practices, willow research, global warming research, and environmental outreach.

Project Title: Blue Ridge Bioenergy and Wind Power Project

Project: This project will provide a pilot micro-turbine installation fueled by landfill methane gas and add wind energy technology to landfill methane initiative. A major part of the project will be the installation of a micro-turbine landfill gas cogeneration system at the EnergyXchange Renewable Energy Center. The project will investigate the potential for the addition of wind energy technology at the EnergyXchange Renewable Energy Center at the Yancey/Mitchell Landfill, enhancing the Blue Ridge Landfill Methane Initiative.

Project: This project has been developed to test fresh sweet potatoes and sweet corn as biomass sources for the production of ethanol and dried animal feed products. These crops were selected based on the fermentable carbohydrate contents and the potential for total biomass production. If super sweet corn and high solids sweet potatoes prove to provide an economic source of biomass for ethanol production, the economic, energy and environmental benefits will be felt throughout the farming areas of the Southeast and, with climatic modeling, the technology will be readily transferable to other growing regions.

Project Title: Portable Ultrasound Biodiesel Demonstration Unit, PULSO

Project: The main objective and deliverable of this project is the development of a portable chemical synthesis facility that will be showcased at local festivities, K-12 schools and Universities around Puerto Rico. The project will be an integral part of the Biodiesel Education agenda that includes a wide variety of topics including emissions, used oil recycling efforts and other areas.

Project Title: Grease Biodiesel: Clean Energy for Puerto Rico

Project: The objectives of this project are to create a biodiesel market in Puerto Rico; increase awareness on the use of biodiesel and increase public knowledge; and influence local legislation for production and usage of biodiesel. The approach is to help develop a biodiesel market through the use of a multimedia presentation and show the presentation at three target government agencies-the Department of Transportation, the Puerto Rico Ports Authority, and the Puerto Rico Electric Power Authority.

Project Title: Development of On-Farm Systems to Convert to Diesel Fuel

Project: The objective of this project is to construct a prototype reactor that will produce a bio-fuel product from poultry litter. The approach includes the design, assembly, and testing of a pilot-scale system for conversion of manure into liquid fuel; and the development and provision of educational support for on-farm conversion of agricultural wastes and other biomass to liquid fuel with properties similar to diesel fuel.

Project: The UAH Research Institute has created a database designed to meet the needs of consumers and producers of wood waste throughout the Southeast. The database allows wood waste buyers and sellers to buy and sell wood waste directly on-line, provides a search function, and allows wood buyers and sellers to enter exchange listings directly on-line. Project Title: Alabama Ethanol Workshop Follow-up

Project: Alabama is continuing to facilitate the development of ethanol production facilities in the state as well as increasing the use of fuel ethanol in the state. The Alabama Energy Office has informally worked with the Alabama Forestry Commission and Auburn University to prepare information of biomass resources and potential ethanol-from-cellulose plant sites in the state. This information will be used to recruit ethanol project development companies to Alabama.

Arkansas

Project Title: Pre-Feasibility Assessment of Litter-to-Ethanol in Northwest Arkansas

Amount: SERBEP $24,331; cost share $25,009

Project: The Foundation for Organic Resources Management is assessing the various components associated with establishment of a litter-to-ethanol enterprise to be located in Northwest Arkansas. The results will help determine if cellulosic fermentation technologies are potentially applicable for poultry litter feedstocks and if commercialization efforts should proceed. To date, samples have been obtained and analyzed and questionnaires prepared for sending to technology developers/vendors.

Mississippi

Contractor: Mississippi DECD-Energy Division

Project Title: Ethanol Recruitment Effort

Amount: SERBEP $20,000; cost share $28,620

Project: A portion of the information necessary to recruit an existing ethanol producer to Mississippi will be developed. Alcorn State University and the University of Southern Mississippi will develop data collection and survey instruments and conduct field surveys to collect data on wood and cotton wastes. The project will assess counties that have existing wood and cotton waste resources that could be used for ethanol production.

Project Title: Mississippi Ethanol Workshop Follow-up

Project: Mississippi is conducting fact-finding activities through the Mississippi Biomass Council, Inc., and the Mississippi Development Authority to determine how to best follow-up on the previous ethanol workshop. Part of this fact-finding will be accomplished through the hosting of a small number of invited participants to a roundtable, which will be used to share information.

South Carolina

Project Title: Animal Manure and Related Biomass Feedstock Market

Amount: SERBEP $49,500; cost share $96,000

Project: Linpac Paper is providing a detailed animal manure and related feedstock market assessment and raw material input evaluation for the South Carolina region and the adjoining SERBEP states to provide information suitable for raw material basis work for a biomass/cogen facility tentatively planned for a Linpac site. They are providing technical and engineering work to conceptually define the biomass/cogen facility based on the feedstock market assessment results and Linpac requirements. The regional energy market assessment will be used with the Linpac site requirements and the feedstock assessment to provide conceptual sizing of the facility.

Virginia

Project Title: Bioconversion of Cotton Gin Waste to Ethanol

Amount: SERBEP $22,865; cost share $22,946

Project: Cotton gin waste will be converted to a value-added product (fuel ethanol), thus solving a waste disposal problem while simultaneously generating a new product stream for the cotton processing industry. Representative samples of cotton gin trash are being collected from five gins in Virginia and characterized. Collected samples have been bagged and stored in cold room until the time of hydrolysis and fermentation. The hydrolysis and fermentation of the steam-exploded samples is in progress.

West Virginia

Project Title: Development of On-farm Systems to Convert Manure to Diesel Fuel

Amount: SERBEP $50,000; cost share $103,785

Project: Educational support for on-farm conversion of agricultural wastes and other biomass to liquid fuel with properties similar to diesel fuel is being developed. The West Virginia University has discovered a simple method of converting agricultural wastes into liquid fuel. Poultry litter was chosen for this project because its disposal is a major concern in West Virginia and in the SERBEP region. Testing equipment, partially purchased by SERBEP, will be used to systematically vary the time, temperature, moisture content or the substrate, and the substrate mass reactor volume to determine their effects on the conversion of poultry litter to fuel similar to diesel fuel. The optimum conditions will be determined by surface response analysis of mass and energy balance of the substrate and products.

Project Title: Comprehensive Evaluation for the Conceptual Design and Siting of a

40-MW Poultry Litter/Wood-fired Power Plant on the Delmarva Peninsula

Amount: SERBEP $50,000; NERBEP $50,000; cost share $400,000

Project: SERBEP, through the Northeast Regional Biomass Energy Program, is funding a joint project between the States of Maryland and Virginia to conduct a conceptual design and siting for a 40-MW poultry litter/wood-fired power plant on the Delmarva Peninsula. The project will product a conceptual design, evaluate sites, conduct a comprehensive environmental assessment and public educational outreach, evaluate the power market and conduct a poultry litter testing and availability study along with a literature review. The facility will use poultry litter and wood wastes from both Virginia and Maryland for fuel.

Co-Location Opportunities

Amount: SERBEP $30,000

Project: The goal of this project is to identify potential ethanol/power plant co-location sites in the SERBEP region. Screening criteria have been established and power plant databases identified and obtained. These databases have been consolidated into one database by eliminating power plants that are not coal plants or in the SERBEP region. The remaining plants have been screened against the criteria. A final report is being drafted.
